Learn about our speakers from the 2007 Energy Summit
Dr. Rosco Bartlett - Discussion Leader

Congressman Roscoe Bartlett considers him-self a constitutional conservative and citizen-legislator, not a politi-cian. He was first elected to public office representing Maryland's Sixth District in the 103rd Congress and was re-elected to serve his eighth term in the 110th Congress.
Congressman Bartlett is the cofounder and cochairman of the Congres-sional Peak Oil Caucus and the Defense Energy Working Group in addition to being a member of the Renewable Energy and Energy Efficiency as well as the Oil and National Security Caucuses. In the 110th Congress, Bartlett serves as Ranking Member of the Seapower and Expeditionary Forces Subcommittee of the House Armed Services Com-mittee. One of three scientists in the Congress, Dr. Bartlett is also a senior member of the Science and Technology Committee and its Energy Subcommittee. Due to his ten years of experience as a small business owner, he also serves on the Small Business Committee.
Congressman Bartlett earned a Bachelor's Degree in theology and biology from Columbia Union College and went on to earn both a Masters and Ph.D. in Human Physiology from University of Mary-land at College Park. Congressman Bartlett was awarded 20 patents during his scientific, engineering, and teaching career and authored more than 100 studies published in peer-reviewed scientific journals. In 1999, the American Institute of Aeronautics and Astronautics (AIAA) awarded him its Jeffries Aerospace Medi-cine and Life Sciences Award for his career contributions to the advancement of medical knowledge and technologies in aviation and aerospace exploration.
Congressman Bartlett first became interested in learning more about energy when he was teaching more than 40 years ago. Congressman Bartlett's experience as a farmer also informs his views about energy. He operated and managed his farm in addi-tion to his jobs as an engineer, professor and Congressman for more than 40 years.
"I am convinced that energy will dominate world and national politics in the 21st Century. Oil runs our economy. Oil runs our military. Oil makes and transports the food that we eat. However, oil is not forever. U.S. oil production peaked - reached a maximum in 1970 and has declined every year since. World oil production will peak too. There are three reasons to accelerate the inevitable transition from fossil fuels to renewable sources: climate change, national security interests, and global peak oil. Without contin-gency planning and preparation at least ten years in advance, we will have a really bumpy ride if we wait until after global peak oil forces us to transition to alternative renewable sources of energy."
In 2006, Dr. Bartlett received the M. King Hubbert Award from the Association for the Study of Peak Oil ASPO-USA for his leadership in the Congress to promote efficiency and conservation and alternative renewable sources of domestic energy to enable the U.S. to overcome the challenges of global peak oil.
Additional information about Congressman Bartlett's energy-related activities and resource materials are posted on his website at: http://bartlett.house.gov/EnergyUpdates/.
Congressman Bartlett and his wife Ellen have been married for more than 35 years and raised ten children. They live in Frederick,
